Experience

Ms. Schmoldt has over 17 years of diverse environmental and construction experience. Her experience includes environmental consulting, remediation design and implementation, property redevelopment planning, and traditional construction management. Ms. Schmoldt is a Registered Professional Engineer in Wisconsin and California.

Wastewater and Stormwater Management - Developed stormwater pollution prevention plans (SWPPP) and Spill Prevention, Control and Countermeasure (SPCC) plans for various clients. Tasks include review of potential contaminants and identification and implementation of Best Management Practices. Completed stormwater and wastewater management permitting for remedial, construction and industrial activities including WPDES permits, various POTW discharge requirements, and long-term and one-time discharges to MMSD.

Regulatory Reporting - Completed regulatory reports for numerous industrial and commercial clients, including air emission inventories, hazardous waste reports and Tier Two hazardous material inventories.

Remedial Design and Construction - Developed remedial strategies for the environmental cleanup of former manufactured gas plants, semi-conductor facilities, substations, power plants and residential, commercial, and industrial properties in areas of Wisconsin, Michigan, and California. Scopes included soil and groundwater sampling and analysis, site characterization, remedial options evaluation, remedial design, remedial construction, and documentation. Designed and implemented site mitigation plans from conception to closure for environmental contaminants in soil and groundwater including heavy metals, petroleum, PAHÕs, coal tars and VOCÕs using various technologies including in-situ fixation and stabilization, mass excavation, surface capping, in-situ groundwater treatment walls, slurry walls, bioslurping systems, and traditional pump and treat systems utilizing carbon.

Air Compliance Documentation/Record-keeping - A major requirement of the Title V permit program requires facilities to implement programs to demonstrate routine compliance. Stacy has developed a record-keeping system for combustion and coating operations to demonstrate compliance with permit conditions and limitations.

Property Redevelopment - Prepared property redevelopment plans to evaluate the impact environmental issues would have on properties prior to development. Performed and managed numerous Phase I and Phase II Environmental Site Assessments around the country. Included reconnaissance, magnetometer survey, asbestos, lead-based paint and regulated materials survey, geotechnical sampling, soil borings, trenching, and environmental testing, and comprehensive review of data from the site and/or neighboring properties. Assisted owners/developers in evaluating the purchase of property and developing strategic plans to cost-effectively remediate the properties.

Demolition - Managed numerous industrial demolition projects. Major components included pre-demolition environmental assessments (asbestos, lead-based paint, regulated materials, subsurface contamination), demolition plans and specifications, cost estimating, materials management plans (including recycle options), oversight, documentation of environmental conditions and materials disposition, and characterization of demolition revealed during demolition activities.

Construction Management - Managed environmental and commercial construction for projects ranging from $50,000 to $8,000,000. Projects were completed under budget and ahead of schedule. Prepared soil management plans for environmentally impacted soils at commercial construction projects to cost-effectively keep the soils on site. Comprehensive experience in preparing bid documents, plans and specifications, critical path schedules, contracts and purchase orders, change orders, and pay applications.

Regulatory Liason - Formed strong relationships with owners, subcontractors and regulating authorities to achieve closure on projects efficiently.
